Analysis and Planning of the Higher Education Oriented Human Resources in Organisation of Islamic Cooperation (OIC) Countries |

In this study, analysis and planning of the higher education oriented human resources in Organisation of Islamic Cooperation (OIC)
Countries has been realized by using ‘Model Based System Engineering’ and ‘(2n + 1) Geometric Ratio’ techniques together. First of
all, the inadequacy of the universities and qualified human resources in OIC countries are shown with concrete data. In the next stage,
projections were made for the number of universities and human resource planning of OIC countries for 2050. It is determined that the
total population of OIC member countries is 1.827 billion and the total number of universities is 2913. The median value of the university
number is calculated to be 27 universities. There is one university per 627189 people in OIC countries whereas these numbers on the ülkelerinother
hand are much lower for some selected countries; i.e. 464000 in Turkey, 148000 in India and 55000 in the USA. If these scales
are used, the required number of universities would be 4016, 12167 and 29871, based on respectively Turkey, India and US scales. The
suggested number of faculty members in the OIC countries, based on only Turkey’s scale, is 2716749. In 2050, the population of OIC
countries will reach nearly to 2.4 billion. The total number of universities for the year of 2050 is expected to reach 5073 if the Turkey’s scale
is used. According to the results obtained from the analytical model used in this study; for the year 2050, the total numbers of universities
and faculty members in the OIC countries are suggested to be respectively 16041 and 6016000. By following the suggested path for 2050,
the percentages of university students and university graduates into population will respectively correspond to 11.11% and 25%. It is also
recommended that starting from 2020, regular training programs of 30 years long should be implemented in order to reach to the targeted
number of well-qualified faculty members.
